Dear Upland Heritage members and Friends,As most of you know, the city is being sued to place the city into districts to vote so that minorities will have more of a chance to run. No city has ever won a lawsuit against these lawyers, but never-the-less we are voting on the districts this November even though the likelihood is that no matter what happens, the city will be forced into this in the election year 2018. Many of our neighboring cities are going through the same thing…So, we get to the important stuff. The city is holding a series of meetings about this topic. The “Expert” on this redistricting talked at a council meeting and said that the districts will be decided if there are “communities” that should go together, they should be put in one district. One of the most obvious communities is our nine Historic Districts becausewe have different rules, regulations and ordinances than any other areas and they should be put together. You as a historic group or homeowner of an historic home, or in a historic district, need to attend meetings and emphasize this. If all our districts are split, this gives less credence to people who represent historic preservation and the protection of our historic homes. It will fragment our historic areas and our districts. Your representative should be in one area that represents historic preservation.I am giving you the times and dates of these important meetings. I need the board of directors to arrange a meeting with the experts. (They want to meet with non- profits and individuals.) This is the first two meetings. Then, there will be four district meetings, each in a different section of town. I need for people to talk out about this issues.Please consider how hard we fought for our historic districts to see them fragmented so easily.1. Meet the Expert Meetings – These meetings are meant to be small and allow for people to ask individual questions without being interrupted by people with differing opinions so that we can avoid voter intimidation. The meetings will be public with a defined observation area for members of the public who wish to observe. These meetings are scheduled by appointment through the City Clerk’s office (909) 931-4120. Translators will be available on request for these meetings.

2. Community Meetings – These meetings are open forums and will be held in four locations throughout the City. Anyone may attend any or all meetings. David Ely will conduct an exercise of drawing boundary maps. We will also answer questions an receive suggestions. Translators will be available at all meetings.
